Appointment of Vice Chancellor: Higher Education Department, Govt of Odisha has released the notification on 03/06/2025 for the appointment of Vice Chancellor (VC).

Higher Education Department, Govt of Odisha is inviting applications from eligible candidate for the recruitment of Vice Chancellor (VC) in 13 Public Universities of Odisha. The interested candidates are advised to go through the following provisions of vacancy before applying it.

Eligibility
With at least ten years of experience as a professor in a university system or ten years in an equivalent role in a reputable research and/or academic organization, the candidate should be a distinguished academician with a track record of academic and administrative excellence and a well-rounded personality.
Remuneration
The position has a fixed salary of Rs. 2,10,000 (two lakhs and ten thousand rupees), plus a monthly Special Allowance of Rs. 11,250 and other standard benefits like Dearness Allowance. Pay protection is available to applicants who are enrolled in Central or State Government Public Universities or Institutions.
Tenure of Appointment
After taking office, the Vice-Chancellor will serve for four years, or until they turn 70 years old, whichever comes first.

Application Procedure for Appointment of Vice Chancellor in 13 Public Universities Odisha

It is recommended that applicants carefully follow these instructions while submitting their applications.

Application Format and Submission Platforms for Appointment of Vice Chancellor:

  1. Applications must be submitted physically in the prescribed format available for download at the Department’s website www.dhe.odisha.gov.in and the websites of the concerned universities and also from the link provided below.
  2. Additionally, candidates must complete the necessary application online through the HIMS Portal, which can be found at hims.odisha.gov.in/Application-for-post-of-VC.
  3. A scanned copy of the completed physical application form should be emailed to hedsec.od@nic.in in PDF format only, with the subject line “Application for the post of Vice-Chancellor of Public Universities.”
  4. Following the email submission of the scanned document, candidates must physically deliver the hard copy of their application to the department at the following location, making sure to include the words “Application for the post of Vice-Chancellor of Public Universities” on the envelope. Address: Office of Commissioner Cum Secretary, Higher Education Department, Lok Seva Bhawan, Sachivalaya Marg, Bhubaneswar-751001.
  5. As previously mentioned, the application will be rejected if the email submission is not accompanied by the physical submission via India Post Speed Post and the digital submission via the HIMS portal.

Application for Multiple Universities for Appointment of Vice Chancellor:

  1. If a candidate plans to apply to more than one university, they must do so on a single application, clearly stating which university they prefer, with the top choice mentioned first.
  2. The HIMS Module must also explicitly state this preference order.
  3. Nonetheless, the candidates might be invited to attend separate interviews for each of these universities.

1.The HIMS Module and the emailed application (in PDF format) must be submitted by 23:55 on July 5, 2025.

2.The hard copy must arrive at the Department’s office by July 10, 2025, at the latest. However, even if an application is posted early via email and the HIMS Module, any hard copies received after July 15, 2025, would be denied.
