The following information is from the Guideline for Cook-cum-Helper under MDM Odisha, issued by the State Project Management Unit (MID-DAY MEAL), School and Mass Education Department, Government of Odisha.
Objectives of Engaging Cook-cum-Helpers
The objectives include engaging Cook-cum-Helpers by the School Management Committee (SMC), empowering the SMC/SHGs for effective MDM running, and providing an earning opportunity to local residents, especially women, the weaker, and the deprived section of the society.
Job Profile
Cook-cum-Helpers are responsible for:
- Cleaning, washing, and removing impurities from raw materials, and ensuring cooking as per the menu in a hygienic manner.
- Serving meals to students at the designated hour in a hygienic condition.
- Cleaning the kitchen and utensils and storing them hygienically.
- Ensuring the gas stove/cylinder is properly switched off and stored with all precautions.
- Performing any other MDMS related miscellaneous job assigned by the SMC or in-charge.
- Practicing the MDM Quality Protocol regarding personal health, hygiene, energy saving, and safe cooking/serving.

- Additional Helpers: Specific approval of the District Collector is required by the SMC to engage more than two Cook-cum-Helpers.
- Mode of Engagement for Recruitment at OAV Manipur Harabhanga Boudh 2025: The engagement is made by the School Management Committee (SMC) at the school level. The SMC must pass a resolution with at least 2/3rd members present and the meeting must be attended by the concerned Block Education Officer (BEO) or their representative.
- Basic Eligibility Criteria: Must be a Citizen of India more than 18 years old and less than 60 years old , and should be medically fit and free from any contagious disease.
- Order of Priority: The engagement gives priority to destitute women from ST, SC, and other communities, followed by poor unwed mothers and then poor divorcees or desertee women, in the same ST/SC/Other community order.
- Disqualification:
- Persons above 60 years of age.
- Persons suffering from a chronic contagious disease or becoming immobile.
- A family member or close relative of an SMC president/Member/Local MP/MLA/Zilla Parishad Member/Samiti Member/Sarpanch.
- A family member or close relative of a Govt. servant.
- A person having a criminal background or criminal cases pending.
- Honorarium: The honorarium is Rs. 1000/- (Rupees one thousand only) or the rate fixed from time to time by the Govt. of India, paid per month during school working days.
- Appointing/Disciplinary Authority: The SMC is the appointing/disciplinary authority. The Block Education Officer (BEO) is the appellate authority, and the District Education Officer (DEO) is the reviewing authority.
- Terms of Service:
- The Cook-Cum-Helper is a voluntary worker of the SMC.
- They must attend duties on all school working days.
- Continuous absence can lead to termination of services.
- The person is not entitled to claim regularization/absorption/appointment as a regular employee under the State Government.
- The principle of LAST COME, FIRST GO will apply if a Cook-Cum-Helper becomes surplus due to revision of norms, decline in enrollment, or school merger.
