OPSC Lecturer Recruitment 2026: ODISHA PUBLIC SERVICE COMMISSION (OPSC) invites online applications from the prospective eligible candidates through the Proforma Application Form for recruitment to 05 posts of Lecturers in Government College of Physical Education (Group-B) under Sports & Youth Services Department.

Eligibility Criteria (ଯୋଗ୍ୟତା ମାପଦଣ୍ଡ)
AGE:
A candidate must have attained the age of 21 (twenty-one) years and must not be above the age of 42 (forty-two) years as on the 1st January, 2026, i.e. he/she must not have been born earlier than 2nd January, 1984 and not later than 1st January, 2005.
Provided that the upper age limit prescribed above is relaxed by 05 (five) years for candidates belonging to the categories of S.C./S.T./ Women and Ex-Servicemen. (SAVE AS PROVIDED ABOVE THE AGE LIMITS PRESCRIBED CAN IN NO CASE BE RELAXED.)
EDUCATIONAL QUALIFICATION:
A candidate shall have possessed Master’s Degree in Physical Education (M.P.Ed.) from any recognized University with at least 55% of marks or its equivalent grade and a consistently good academic record, or Ph.D, D.Litt, M.Phil. & M.Litt with at least 50% marks in the Master’s Degree:
“Provided that candidates belonging to Scheduled Caste and Scheduled Tribes shall possess a Master’s Degree in Physical Education from a recognized University with at least 50% marks or its equivalent grade.”
KNOWLEDGE IN ODIA:
A candidate must be able to speak, read and write Odia and must have passed M.E. School Examination with Oriya as language subject;
Or,
have passed High School Certificate or equivalent Examination with Oriya as medium of examination in non-language subject;
Or,
have passed Odia Language subject in the final examination of Class-VII or above;
Or,
have passed a test in Oriya in M.E. standard conducted by the Department of School & Mass Education/Board of Secondary Education, Odisha.
OTHER ELIGIBILITY CONDITIONS:
- A candidate must be a citizen of India.
- He/she must be of good character and sound mental and bodily health and physique and active habits and free from organic defects or bodily infirmities so as not to create an impairment in due discharge of duties.
- A candidate, who has more than one spouse living or in case of a woman candidate, if married to a person having one spouse living, shall not be eligible for appearing at the examination, unless the State Government has exempted his/her case from operation of this limitation for any good and sufficient reasons.
- Government Servants, whether temporary or permanent, are eligible to apply provided that they possess the requisite qualifications and are within the prescribed age limit. They must inform their respective Heads of Departments in writing regarding submission of their application for this recruitment and furnish “No Objection Certificate” during document verification. So, the candidates must obtain NOC well in advance.
- If a candidate has, at any time, been debarred for a certain period/chance(s) by the Odisha Public Service Commission or other State Public Service Commission or U.P.S.C. from appearing at any Examination/Interview, he/she will not be eligible for such recruitment for that specified period/chance(s).
- Only those candidates, who possess the requisite qualification and fulfil other eligibility conditions by the closing date of submission of online applications will be considered eligible.
- A candidate who claims change in his/her name after having passed the High School Certificate Examination or equivalent examination, is required to furnish copy of publication of the changed name in local leading daily newspaper as well as copy of notification in the Gazette in support of his/her change of name.
- No candidate shall be appointed to the Service who, after such medical examination, as the State Government may prescribe, is not found to be free from any communicable disease and mental or physical defect likely to interfere with the discharge of the duties of the public service.
Salary Details (ଦରମାବିବରଣୀ)
Recruitment to 05 posts of Lecturers in Government College of Physical Education (Group-B) under Sports & Youth Services Department in the scale of pay Rs. 44,900/- in Level-10, Cell-1 of the pay matrix as per ORSP Rules, 2017 with usual Dearness and other Allowances as may be sanctioned by the Government from time to time.

ଚୟନ ପ୍ରକ୍ରିୟା (Selection Process)
The Examination will consist of the following successive stages:

Written Examination Breakdown:

- Written Examination: The questions will be of descriptive subjective type.
- Qualifying Mark: The Commission will fix-up the qualifying marks for each paper and/or aggregate of each category of candidates in the Written Examination.
- Shortlisting of candidates for Interview: The candidates who obtain such minimum qualifying marks in the Written Examination as may be fixed by the Commission supra will be shortlisted for the Viva Voce Test (Interview) based on the Marks secured in the Written Examination out of 500 Marks in order of merit equal to 3 times of the number of vacancies. Provided that, for the vacancies up to 02, ten candidates and for the vacancies between 03 to 05, fifteen candidates shall be called by the Commission for Viva Voce Test.
- Viva-Voce: The Commission shall conduct the Viva-Voce Test for 50 marks.
- Merit List: The Final merit List will be prepared strictly in order of merit based on the Aggregate Marks secured by the candidates both in the Written Examination and Viva Voce (out of 550 Marks) equal to the number of advertised vacancies. Provided that, if two or more candidates obtain equal marks in aggregate, those who secure more marks in the Written Examination will be placed higher in the list. In case the marks secured in Written Examination be equal, the order of merit shall be determined in accordance with age, i.e. the candidates older in age shall be assigned higher position.
ଆବେଦନ କରିବାର ପ୍ରଣାଳୀ (How to Apply)
- Candidates must go through the details of this Advertisement available on the Website of OPSC before filling up online application form.
- Candidates must apply online through the Website of the OPSC http://opsc.gov.in. Applications received through any other mode would not be accepted and summarily be rejected.
- Before filling up the online application form, the candidates must go through detailed instructions available at OPSC portal.
- The online application form is automated and system driven and will guide the candidate seamlessly in filling the application. The requisite options shall be enabled and information shall be asked as per data furnished by the candidate. Before filling up the information, ensure that accurate information is fed. The candidate must also verify the submitted copy of online application after its submission. If the candidate further wants to modify any information, she/he has to cancel the application and apply again within the last date of submission of application.
- Candidates are requested to upload the scanned image of latest passport size photograph along with scanned image of their full signature and scanned image of Left-Hand Thumb Impression (LTI) in the online Application Form. Uploaded photograph, Specimen (full) signature and LTI must be clearly identifiable/ visible, otherwise the application of the candidate is liable to be rejected by the Commission and no representation from the candidate will be entertained.
- Candidates should keep at least four copies of latest passport size photograph which is uploaded in the Online Application Form for future use.
- On successful submission of the online application form, a unique “Permanent Public Service Account Number (PPSAN)” will be assigned to the applicant. Candidates are required to take a printout of the finally submitted online Registration/ Re-registration and finally submitted online application forms and put his/her signature under the declaration for submission to OPSC along with copies of requisite certificate & documents as and when asked.
- The candidates are advised to submit the Online Application Form well in advance without waiting for the closing date to avoid last hour rush.
EXAMINATION FEE
The candidates other than SC and ST category shall have to pay the examination fee amounting to Rs. 700/- (Rupees Seven hundred) only through online mode while filling the Online Application Form. The examination fees paid shall be refunded only to those candidates who actually appear in all the papers of the Written Examination.

ଆବଶ୍ୟକୀୟ ଦଲିଲପତ୍ର (Required Documents)
Candidates, who qualify in the Written Examination will be provisionally called for Document Verification/Interview and should be in readiness to submit the hard copy of Online Application Form, along with true copies of the following documents duly self-certified. The candidates are required to mention on each document “Submitted by me and Certified as genuine and has not been cancelled” and put their full signature and date on the same.
(a) H.S.C. or equivalent certificate in support of declaration of age issued by the concerned Board/Council;
(b) Intermediate/+2 Examination Certificate or equivalent Certificate issued by the concerned Board/Council;
(c) Bachelor’s Degree Certificate from recognized University;
(d) Master’s Degree Certificate in Physical Education (M.P.Ed.) from recognized University;
(e) Mark-lists of all semesters / annual examination in support of all the aforesaid examinations (H.S.C. to Master’s Degree in Physical Education) passed including fail marks, if any, issued by the concerned Board/Council/University;
(f) Certificate & Marksheet showing completion of Ph.D./D.Litt/M.Phil/M.Litt (If available);
(g) Caste Certificate in support of claim as S.C./S.T. wherever applicable;
(h) Required Odia Test Pass Certificate from the Principal/Headmaster of the School where he/she passed Class-VII with Odia Language as a subject or the Odia Pass Certificate from the Deptt. of School & Mass Education or Board of Secondary Education as applicable;
ଗୁରୁତ୍ୱପୂର୍ଣ୍ଣ ନିର୍ଦ୍ଦେଶାବଳୀ (Important instructions)
- The provisions of the Odisha Conduct of Examinations Act, 1988 (Odisha Act-2 of 1988) are applicable to this Examination. Any violation of the above Act and violation of “Instructions to candidates” will be seriously viewed and disciplinary action will be taken.
- A candidate found guilty of seeking support for his/her candidature by offering illegal gratification or applying pressure or indulging in malpractice shall be disqualified and debarred.
- Online applications submitted to OPSC, if found to be incomplete in any respect, are liable to rejection.
- Admission to the Written Examination/Interview will be provisional.
- Reservation and Relaxation meant for S.C. & S.T. are admissible to the Scheduled Castes & Scheduled Tribes of Odisha only.
- Community (caste status) once mentioned in the online application form will be treated as final.
- The posts are Temporary and likely to be Permanent. The period of probation is two years from the date of joining.
