Eligibility Criteria
- Candidates must be widows or dependents of ex-servicemen, retired or dismissed from the Indian Armed Forces, or ex-servicemen themselves. All eligible ESM officers (as defined by the DoPT) who are permitted to register with the Directorate General Resettlement (DGR) and the Placement Agency of the three Services will be taken into consideration.
- Candidates must speak Odia fluently and be Odisha permanent residents.
- Applicants must be of good character and have a spotless record of prior service.
- As of January 1, 2025, ex-servicemen cannot be older than 60.
- In the event that an ESM officer is unavailable, ESM widows and dependents will be given consideration for the position; they must also fulfill the following extra requirements in order to be eligible:- a. Age: at least 55 as of January 1, 2025; b. Education: Post-graduate degree from an institution approved by the federal or state governments. c. Experience: The last salary should have been at least Pay Level 13 of the 7th Central Pay Commission (CPC), and the employee should have held a position in a Central, State, or PSU that was at least equivalent to that of Director.
Tenure of Appointment
The appointment will last for five years or until the employee reaches the age of sixty-five, whichever comes first, provided they perform their official duties satisfactorily.
Remuneration
According to Home Department Office Memorandum No. 30256 dated July 17, 2025, the secretary’s salary will be paid in the manner of their most recent pay less whatever pension they have deducted (less MSP). No DA, HRA, or other deductions will be made.
