Reporting To: Divisional Forest Officer (Nodal Officer – ECRICC Project) & District Coordination Officer (DCO – ECRICC Project)
Nature of Engagement: Contractual
Duration: 12 months (extendable upon satisfactory performance)
Remuneration: ₹50,000/- per month (consolidated) + admissible travel entitlements
BACKGROUND
The ECRICC Project is a joint initiative of the Government of India and the Green Climate Fund (GCF) aimed at strengthening the climate resilience of vulnerable coastal populations, particularly women, through an ecosystem-based and community-driven approach. The project is being implemented in seven landscapes across four districts in Odisha—Puri, Kendrapada, Ganjam, and Balasore.
Key interventions focus on:
- Restoration of coastal ecosystems (mangroves, salt marshes, seagrass, watershed areas).
- Promotion of climate-adaptive livelihoods in agriculture and fisheries.
- Strengthening institutional frameworks for climate-resilient coastal governance.
The Department of Forest, Environment and Climate Change, Govt. of Odisha, is the nodal authority for this project.
QUALIFICATIONS & EXPERIENCE
- Graduation/PG in Agriculture OR PG in Rural Management, Rural Development, Agri-Business Management, Fishery Science, Horticulture, Agriculture Engineering, Dairy Engineering, Animal Husbandry, B.V.Sc.
- Minimum 5 years’ experience in agriculture sector interventions.
- Preference for candidates with experience in externally aided projects, and in collaboration with Government, Civil Society Organizations, or private sector in agriculture/forestry.
- Women candidates and those with Agriculture degrees are strongly encouraged to apply.
- Maximum Age Limit: 50 years (as on 31.08.2025).
Essential Skills:
- Proficiency in MS Office and good presentation abilities.
- Strong written and oral communication skills in Odia & English.
- Ability and willingness to work in coastal areas, including travel through creeks and walking in difficult terrain.
- Knowledge of institutional frameworks in rural coastal communities.
JOB RESPONSIBILITIES
The SMS (Agriculture) will:
- Provide technical guidance on ecosystem restoration and climate-resilient agriculture interventions at district and landscape level.
- Support preparation of DPRs/TLIMPs, village-level annual work plans, and budgets.
- Promote practices such as climate-smart villages, resilient seeds, ecological farming, salinity-based crop planning, climate advisory services, and integrated agriculture.
- Collaborate with FNGOs, PIAs, CBOs, KVKs, and technical institutes for effective implementation.
- Support capacity building, training modules, workshops, and awareness activities for VSS/EDCs, SHGs, farmers, and PRI members.
- Document case studies, success stories, and impact data.
- Assist in monitoring, situation assessment, value chain studies, and reporting.
- Undertake any other project-related assignments as directed by the DFO/DCO.

PERFORMANCE MANAGEMENT & TERMINATION
- Initial engagement is for 1 year, extendable annually up to 28.06.2027 or until project closure, subject to satisfactory performance.
- Performance will be reviewed annually by the DFO (District Nodal Officer, ECRICC Project).
- Candidates must sign an affidavit agreeing to Government rules, conduct, and non-claim for permanent employment.
- The SMS may be disengaged anytime for misconduct.
- All project-related documents must be handed over upon disengagement.
