  • TGT: Bachelor’s Degree in the concerned subject with at least 50% aggregate marks and a B.Ed. from an NCTE-affiliated university.
• Special Provisions: In “Hard/Very Hard” stations, B.Ed. requirements may be relaxed for candidates with high academic marks (60% for Science, 55% for Humanities) if no B.Ed. candidates are available. Similarly, CTET/OSSTET requirements may be relaxed if qualified candidates are unavailable.

1. Objectives

The scheme aims to raise a panel of retired teachers/freshers at the district/school level for various posts to meet urgencies. Contractual appointments are made to cover exigencies like non-availability of teachers for regular engagement and leave vacancies.

2. Eligibility for PGTs/TGTs

• Qualifications: The teacher must possess the required educational qualifications prescribed for direct recruitment to the post.
  • Relaxation for Hard/Very Hard Station: In the absence of suitable candidates with B.Ed. degrees in Hard/Very Hard stations, Post Graduates with 60% marks in Science subjects (for PGTs) or 55% in Humanities subjects may be considered.
• Age Limit: Minimum age is 18 years, and the maximum age limit is 65 years. The selection committee may relax the upper age limit by one more year in exceptional cases.

3. Tenure and Terms of Engagement

• Tenure: Engagement lasts until the regular teacher joins or the end of the academic session, whichever is earlier.
• Non-Claim to Regular Post: Teachers engaged on a contractual basis have no claim or right for regular appointment and are not part of the cadre of OAVS teachers.
• Termination: Engagement automatically ends when a regular teacher is appointed/engaged against the vacant post.
• Absence/Leave:
  • Payment shall be calculated on a pro rata basis in case of absence from duty.
  • Contractual teachers are not entitled to vacation pay during Summer/Autumn/Winter Break.
  • They are eligible for a special leave of 10 days at maximum during the one-year engagement period.
  • Unauthorized absence for a continuous period of 15 days or more will automatically terminate the engagement.

4. Duties and Remuneration details for OAV Patharchepa Balangir Recruitment

• Duties: Include regular classroom activity/copy checking, invigilation/evaluation work, helping students/colleagues, and any other work assigned by the Principal.
• Remuneration (Consolidated Pay):
  • PGT (All Subjects) in Normal station: ₹25,000/-.
  • PGT (All Subjects) in Hard/Very Hard station: ₹30,000/-.
  • The payment to all categories engaged against a regular vacancy will be met out of the School Fund.

5. Selection Procedure for OAV Patharchepa Balangir Recruitment

• Requirement: Candidates must appear before the selection board for empanelment.
• Basis of Selection: The Board will consider the career mark for empanelment.
• Computation of Marks (PGTs): It takes 10% of the percentage of marks secured in HSC (without extra optional), Bachelor Degree, Master Degree, M.Phil., Ph.D., and B.Ed. level taken together. Five extra marks may be added for M.Phil. and Ph.D. degrees.
• Selection Board: Constituted under the chairmanship of the Collector. The members include the Nodal Principal (Member Convenor), DEO/Representative of DEO, any Principal of NVS/KVS, and a Subject expert for TGTs/PGTs.
• Panel Validity: The panel will be valid for one year, but the district selection board can revalidate it on exigencies
