The DLSA Rayagada has cast a wide net to ensure diverse community representation. Applications are open to:

- Anganwadi workers, doctors, and physicians.
- Master of Social Work (MSW) students and teachers, as well as law students (provided they have not yet enrolled as lawyers).
- Members of non-political, service-oriented NGOs, clubs, Women Neighbourhood Groups, Maithri Sanghams, and other Self-Help Groups (especially those representing marginalized or vulnerable communities).
- Educated prisoners exhibiting good behavior who are serving long-term sentences.
- Any other person whom the District Legal Services Authority deems fit for the role.
