Eligibility Criteria for Recruitment under Home Department Odisha Govt
1. Professional Rank (Ex-Servicemen)
- Primary Preference: Officers of the rank of Colonel / Lieutenant Colonel or equivalent ranks in the Navy or Air Force.
- Secondary Preference: If suitable higher-ranking officers are unavailable, the rank of Major (or equivalent in Navy/Air Force) will be considered.
- Candidates must be registered with the DGR or respective Service Placement agencies.
2. Widows/Dependents of ESM
In the event that no suitable ESM officer is available, widows or dependents may be considered if they meet these specific requirements:
- Age: Minimum 50 years (as of 01.01.2026).
- Education: Graduate from a recognized University.
- Experience: Must have held a post of Joint Director or equivalent in Govt/PSU with a last drawn pay of at least Pay Level 12 (7th CPC).
3. General Requirements
- Age Limit: Maximum 59 years for ESM as of 01.01.2026.
- Residency: Must be a permanent resident of Odisha.
- Language: Proficiency in Odia is mandatory.
- Record: Must have a clean service record and good character.
- Restrictions: Applicants must not have previously availed ESM resettlement or employment benefits under the ESM quota.
Salary and Tenure
- Salary Structure: Based on the “Last Pay minus Pension” formula (minus MSP).
- Allowances: No DA, HRA, or other similar allowances are provided.
- Tenure: 5 years or until the age of 65, whichever comes first, based on performance.
